Then they that feared the LORD spake often one to another: and the LORD hearkened, and heard it, and a book of remembrance was written before him for them that feared the LORD, and that thought upon his name. And they shall be mine, saith the LORD of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him. Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not. Malachi 3:16-18
Just before we come to this passage, we read that there were people speaking evil about God. They were saying it was in vain to serve God, and that those who walk in wickedness are "set up." God says to them, "Your words have been stout against me." Just as was the case in Israel when this was written, we see the same thing and worse said about God today. People attack God for all the bad things happening today, and even question whether or not God is real. These are people that support evil things and are slandering God, or just have no understanding of scripture.
While there are bad people and unbelieves all around us, God takes note of those that believe in Him and stand up and acknowledge Him. The Bible says that there is actually a book of remembrance in Heaven that lists those that fear God and speak of Him often to each other. The Lord hears the negative things said about Him, but He also takes note of the positive things. It even says He takes note of those that have "thought upon His name." God makes us a promise that if we are in this camp, we shall be His in the day when God makes up His jewels. While the wicked are being cast away into hell, God will spare those that fear and serve Him. At that time, it will be known who is among the righteous and who is among the wicked, and who are the real servants of God and who are not. It may appear the wicked are the ones winning and being blessed, that will not be the case in the end. Keep your trust in God and know that whether or not you feel His presence with you all the time, and whether you see wicked people prospering, God is taking notice of everything.
For the eyes of the LORD run to and fro throughout the whole earth, to shew himself strong in behalf of them whose heart is perfect toward him. 2 Chronicles 16:9
